
Houston ISD's state-appointed Superintendent Mike Miles will see an increase in base salary from $380,000 to $462,000 after the Board of Managers approved an amended contract on Thursday. keep him for five more years .
Nearly two weeks after the Texas Education Agency replaced half of its board, the newly configured board approved a $2.1 billion budget and new contract for Miles.
Announced shortly after Miles presented mostly-improved STAAR scores, the five-year term will ensure that Houston ISD "can continue its transformation for the duration of the state intervention, while allowing for continuity and a smooth transition when the district returns to local control," board president Ric Campo said in a statement shortly after the meeting.
"With the recent release of STAAR exam results, it is clear that under his leadership, our schools and students are making extraordinary academic progress," Campo said in a statement. "The HISD Board is proud of the incredible success of HISD students, and with Superintendent Miles' ongoing leadership, we look forward to continued progress."
The contract would include a driver, district vehicle, "personal protection," reimbursements for travel, and 25 days of paid vacation per year. The contract also allows the superintendent to advise the board of the charter school network he founded, Third Future Schools. These provisions are the same as the previous contract conditions, which would have expired in August 2026.

Termination or resignation clause
If two-thirds of the board unilaterally decides to terminate the contract without what's called "good cause," a list of certain conditions in the contract or in lieu of nonrenewal, the superintendent will receive the lesser of either: two years of his annual base salary ($462,000) and annual benefits, or the value of salary and all benefits for the remainder of the contract term.
If he is unilaterally terminated by the board, Miles will receive only the payments as noted plus the amounts due for vacation leave. If Miles is paid, he agrees not to request a hearing or other specific processes as outlined in this contract.
If Miles resigns, he may leave at the end of the school year without penalty by submitting a written resignation to the board by a deadline noted in the contract. He may resign with the consent of the board at any other time.
Performance incentives
For each year, Miles can earn a performance incentive pay calculated as a percentage of half of his base salary amount for the year of his evaluation, meaning the maximum amount he could earn is $231,000.
The percentage equals the number of points received out of a total of 100 points. So for example, if he receives a total of 81 points, he would earn an $187,110 incentive. The board will evaluate the Superintendent on or before October 1 of each year for certain metrics.
Prior to board evaluation, the district will have a climate and culture survey and the superintendent will have a self-evaluation, according to the contract.
Miles' contract vs. other large Texas districts
Houston ISD is among the largest districts in the nation by enrollment and is the state's largest school district.
When comparing Houston ISD to other large districts in the state - including Dallas ISD and Cypress-Fairbanks ISD - Houston ISD's superintendent now makes more. Cypress-Fairbanks Superintendent Douglas Killian makes a base salary of at least $409,000 through June 2027, while Dallas ISD's Stephanie Elizalde's base salary was bumped to $375,000 through June 2028.
Superintendents made as much as $536,775 in base pay. in the 2023-24 school year , with the former superintendent of Cypress-Fairbanks Mark Henry earning $536,775. Following that were Barbers Hill ISD Superintendent Gregory Poole , who made $477,213, and Ysleta ISD's Guadalupe De La Torre, who earned $451,457 for leading the El Paso County district. Dallas ISD did not rank in that list, and Miles previously ranked twelfth with $380,000.

In a statement, Campo said the new contract "maintains rigorous evaluation criteria" and compensation that aligns the position with comparable districts in Texas.
