Police: 'Situation is stable' outside Portland ICE facility after riot, 1 arrest during protest

PORTLAND, Ore. ( KOIN ) — The area surrounding a Portland ICE facility is no longer considered a riot, Portland police announced shortly after 9 p.m., hours after their initial riot declaration amid a protest.

In addition, police said they arrested one person for allegedly assaulting a peace officer. They said one federal officer was injured but did not require medical treatment.

"The situation is stable," the Portland Police Bureau said on their PPB Events Messages X account We are currently not observing criminal activity. We will continue to monitor the situation.

This comes after hundreds of protesters gathered and tear gas was deployed by federal agents earlier in the evening.

Shortly after 6:30 p.m., the Portland Police Bureau announced via a sound truck at the scene that the riot declaration was effective for the areas near South Moody Avenue and South Bancroft Avenue. They had warned people to leave the area by traveling north or they would be subject to arrest, citation, or crowd control measures.

In an update just after 8 p.m., PPB said they "observed criminal activity including assault and criminal mischief" and would be making arrests. They warned people not to interfere.

Hundreds of protesters gathered outside the Portland U.S. Immigration and Customs Enforcement building after a "No Kings" march in the downtown and Central Eastside area brought tens of thousands of demonstrators on Saturday afternoon.

Federal agents have deployed what is believed to be tear gas at hundreds of protesters gathered outside the city’s ICE building. Some of the people at the gathering appeared to breach the door of the building at one point as KOIN 6 News crews continue to monitor the scene.

Portland police also initially said there was reportedly a "medical event" that occurred within the facility . KOIN 6 reached out to PPB for more information and they provided more context about what happened:

"It was reported that a federal officer was injured. When Portland Fire & Rescue checked with them directly, it was reported the person did not need medical treatment," a PPB spokesperson told KOIN 6.

Earlier in the evening, Portland police said they had arrived at the ICE facility “to ensure this event remains a safe and lawful gathering.” They warned people not to engage in any criminal behavior, including starting fires, as it could lead to an arrest.

The continued demonstrations at the facility on South Macadam Avenue in Portland come after protests flared up across the country over federal immigration enforcement raids that began last week, as well as Trump ordering the National Guard and Marines to Los Angeles, where protesters blocked a freeway and set cars on fire.

Protesters had maintained a steady presence outside the facility throughout the week, with hundreds in attendance and more arriving on Saturday night. There were also previously reported physical confrontations between protesters and federal agents. Additionally, federal agents deployed pepper balls, and protesters allegedly engaged in vandalism, attempted to start fires, and committed other crimes cited by the Portland Police Bureau. The Portland police made 10 arrests on Thursday night and three arrests on Wednesday night.

The tone of these protests after dark contrasted with the daytime activity at the ICE facility, which remained largely peaceful throughout the week.

Additionally, two Newberg vineyard workers were arrested by ICE on Thursday, and earlier this month, ICE made four different arrests outside a Portland Immigration Courthouse. Two of those detainees were later released from ICE custody After lawyers from the Innovation Law Lab filed a habeas corpus petition to challenge the arrests.
